ለዚህ ዉይይትም «በቅርቡ በዉስን ወታደሮች የተከሰተዉን ከወታደራዊ ዲሲፕሊን ያፈነገጠ ድርጊት እንደ መነሻ መወሰዱ» በመግለጫዉ ተጠቅሷል። ባለፈው መስከረም 30 ወደ  240 የሚጠጉ ወታደሮች «የደሞዝ ጭማሪ» ጥያቄያቸዉን ለጠቅላይ ምኒስትር አብይ ለማድረስ ከእነትጥቃቸው ወደ ቤተመንግሥት ማቅናታቸዉ ድንጋጤ ፈጥሮ እንደነበር ይታወሳል። በወቅቱ ጠቅላይ ሚኒስትሩ ከወታደሮች ጋር የተወያዩ ቢሆንም በስተኋላ ለምክር ቤት አባላት በሰጡት ማብራሪያ ድርጊቱን ኮንነዋል።  
ጠቅላይ ሚኒስትር አብይ በዛሬው ውይይታቸው «መከላከያ ሰራዊት በአንድ አገር የሚኖር ብቸኛዉ የታጠቀ አካል በመሆኑ ይህን ኃላፊነት በሕገ መንግስታዊ መልኩ መወጣቱ እጅግ አስፈላጊ መሆኑን» ገልፀዋል። ሰራዊቱም «በህገ መንግስቱ በተሰጠዉ ስልጣን መሰረት ለግዳጅ ሲሰማራ በታጠቀዉ መሳሪያ ምክንያት ኃይል ቢኖረዉም እርምጃዉ ቅብልነትን በሚያረጋግጥ መልኩ በከፍተኛ ጥንቃቄ፣ የሕግ ተገዥነትና የሕዝብ ተቆርቋሪነት ስሜት መከናወን እንዳለበት» ጠቅላይ ሚኒስትሩ አሳስበዋል። «መከላከያ ሰራዊት ኃይል አለኝ ብሎ እርምጃ የማይወስድ ቢሆንም ህገመንግስታዊ ስርዓቱን ለመጠበቅ ግን በተሰጠዉ ስልጣን ልክ በጥብቅ የግዳጅ አፈፃጸም ተግባራዊ መፍትሄ መስጠት አስፈላጊ» ነዉ ብለዋል።
